After the "Low Hanging Fruit"

What I've seen from my experience traveling all over the world are the practices of employee driven hazard recognition and behavioral-based peer-to-peer observations.  When a company has already picked the "low hanging fruit" by clarifying safety policies, developing a competent safety office, and establishing proper guarding, they next step is much more difficult.  It involves a culture change where employees are willing and equipped to report hazards in the workplace and honestly offer peers feedback on their safe and at risk behaviors.
